Thirteen members for the council that runs Val'Dariah. One of each creature: Elf, Dwarf, Minotaur, Gnome, Centuar, Human, Vampire, Lycan, Fae (fairy), Imp, Goblin, Orc, Giant.
There are also other creatures that wish to be represented. If we have a council, they can grant them to the council as well.
Spiritual leaders of many spiritual factions.
Guild Leaders.
Workers at the Administrations of Val'Dariah.
Generals, Leuitenats, and soldiers in the military and mercinary branches.
Store owners of random places.
